Ngày 30/3, Bí thư Tỉnh ủy Bình Định Hồ Quốc Dũng đã tiếp và làm việc với ông Cyril Dissescou, Giám đốc điều hành Tập đoàn Nexif Ratch Energy SE Asia Pte., Ltd (Singapore). Cùng tiếp và làm việc có Chủ tịch UBND tỉnh Bình Định Phạm Anh Tuấn và đại diện các sở, ngành, đơn vị liên quan.

Tại buổi làm việc, ông Cyril Dissescou cho biết Tập đoàn Nexif Ratch Energy là một nhà phát triển năng lượng sạch độc lập hàng đầu tại khu vực châu Á – Thái Bình Dương. Với việc hầu hết các nguồn thủy điện đã được sử dụng, năng lượng tái tạo có tiềm năng sẽ đóng vai trò quan trọng trong việc đóng góp vào tăng trưởng kinh tế chung.

Lãnh đạo Tập đoàn Nexif Ratch Energy đánh giá tỉnh Bình Định có nhiều điều kiện thuận lợi để các đơn vị phát triển năng lượng tái tạo mở rộng kinh doanh. Cụ thể, Bình Định có vị trí địa lý thuận lợi ở miền Trung Việt Nam, có thể dễ dàng tiếp cận từ Hà Nội và TP.HCM bằng cả đường bộ, đường sắt, hàng không và thông qua cảng biển.

Cùng với đó, việc mở rộng nhanh chóng các khu công nghiệp, cụm công nghiệp trên địa bàn tỉnh cũng sẽ làm tăng nhanh nhu cầu sử dụng điện, đặc biệt là nhu cầu về điện sản xuất từ năng lượng tái tạo…

Tập đoàn Nexif Ratch Energy cho biết, dự án nhà máy điện gió Nexif Ratch Bình Định dự kiến được triển khai tại xã Canh Liên, huyện Vân Canh với quy mô công suất 150 M, tổng mức đầu tư ước tính 5.500 tỷ đồng. Công ty sẽ lắp đặt một trụ đo gió trong khu vực khảo sát của dự án để nghiên cứu tiềm năng năng lượng của khu vực.

Để triển khai thành công dự án, Tập đoàn Nexif Ratch Energy mong muốn lãnh đạo tỉnh Bình Định quan tâm, chỉ đạo các cơ quan ban ngành địa phương tiếp tục hướng dẫn, hỗ trợ doanh nghiệp thực hiện các thủ tục đầu tư dự án theo đúng quy định của pháp luật.

Bí thư Tỉnh ủy Hồ Quốc Dũng thông tin, Tỉnh ủy Bình Định đã thống nhất chủ trương cho phép các nhà đầu tư khảo sát, lắp đặt các cột đo gió để nghiên cứu đầu tư các dự án điện gió tại các địa phương trên địa bàn tỉnh.

Bí thư Tỉnh ủy Bình Định cũng mong muốn ngoài các dự án trong lĩnh vực năng lượng, Tập đoàn Nexif Ratch Energy sẽ xem xét, nghiên cứu đầu tư tại tỉnh một số dự án thuộc các lĩnh vực khác phù hợp với thế mạnh, định hướng của tập đoàn; đồng thời tập đoàn quan tâm kết nối các doanh nghiệp Singapore có tiềm năng đến tìm hiểu đầu tư tại Bình Định.

Trước đó, Tỉnh ủy Bình Định thống nhất chủ trương cho phép nhà đầu tư khảo sát, lắp đặt cột đo gió, để nghiên cứu đầu tư các dự án điện gió trên địa bàn. Trong đó, lãnh đạo tỉnh Bình Định đặc biệt lưu ý không khảo sát tại khu rừng đặc dụng.

Theo đó, các nhà đầu tư sẽ khảo sát và lắp đặt 3 cột đo gió tại địa bàn các xã Canh Liên, Canh Hòa và Canh Thuận (huyện Vân Canh), với diện tích khảo sát tiềm năng gió trên 5.800ha.

Thời gian khảo sát là 18 tháng kể từ ngày chấp thuận chủ trương. Việc thực hiện hồ sơ, thủ tục lắp đặt cột đo gió cần đảm bảo trình tự, tuân thủ đúng pháp luật nhà nước.

Dự án nhà máy điện gió Nexif Ratch Vân Canh – Bình Định do tập đoàn của tỷ phú Cyril Dissescou dự kiến đặt tại xã Canh Liên, công suất 150MW. Diện tích khảo sát gió hơn 1.300ha, sản lượng điện ước tính trên 433 MWh/năm, tổng vốn đầu tư dự kiến 5.500 tỷ đồng (vốn chủ sở hữu 20%, 80% vốn vay quốc tế).

Trước đó, ngày 29/3, tỉnh Bình Định tổ chức hội nghị Xúc tiến đầu tư với sự có mặt của 14 tỷ phú đến từ các nước: Thái Lan, Israel, Hàn Quốc, Thụy Điển, Singapore, Các tiểu Vương quốc Ả rập Thống nhất (UAE)…

Tại hội nghị này, 9 tỷ phú đã ký kết ghi nhớ đầu tư nhiều dự án lớn. Trong đó, tỷ phú Peter Palanugool, Chủ tịch Tập đoàn Bangkok Assay Office, Thái Lan, đã ký kết ghi nhớ đầu tư tại Bình Định 10 dự án liên quan đến logistics, công nghệ, phần mềm và trí tuệ nhân tạo, nông nghiệp, y tế, giáo dục, ứng dụng AI trong lĩnh vực y tế và điều trị bệnh hiểm nghèo, xử lý nước biển thành nước ngọt tại đảo Nhơn Châu (thành phố Quy Nhơn).

Theo đó, diện tích các cột đo gió chỉ chiếm đất tạm thời và thời gian cho khảo sát, nghiên cứu lắp đặt cột đo gió, đánh giá tiềm năng gió của nhà đầu tư là 18 tháng (kể từ ngày được chấp thuận chủ trương).

Chủ tịch UBND tỉnh Bình Định yêu cầu nhà đầu tư thực hiện các hồ sơ, thủ tục để lắp đặt cột đo gió đảm bảo trình tự, thủ tục, tuân thủ đúng quy định pháp luật. Đồng thời, giao Sở Công Thương chủ trì, phối hợp với các sở, ngành, đơn vị, địa phương liên quan hướng dẫn công ty thực hiện đầy đủ các thủ tục, triển khai thực hiện đúng theo các quy định hiện hành về hồ sơ, thủ tục để lắp đặt cột đo gió.

Theo tìm hiểu, diện tích khảo sát 1,323 ha với tốc độ gió trung bình tại độ cao 100m là 6.69 m/s. Về phương án đấu nối lưới điện dự kiến, nhà máy điện gió Nexif Ratch Bình Định sẽ đấu nối về thanh cái của Trạm biến áp Vân Canh 110 kV, chiều dài đường dây khoảng 20km.

Khu vực đề xuất dự án có nhiều thuận lợi khi có tuyến đường liên xã đi qua, gần đó có tuyến đường tỉnh DT638. Ngoài ra, vị trí dự án cách cảng biển Quy Nhơn khoảng 69km nên thuận lợi cho việc nhập khẩu và vận chuyển hàng siêu trường, siêu trọng trong giai đoạn thi công sau này.

Thủ tướng Chính phủ Phạm Minh Chính vừa có văn bản gửi bộ, ngành và UBND tỉnh, thành về việc triển khai thi hành Luật Đất đai 2024. Thủ tướng giao các bộ, ngành sớm trình Chính phủ các nghị định hướng dẫn chi tiết thi hành Luật đất đai 2024. Đây là cơ sở để Chính phủ đề xuất Quốc hội cho phép luật này có hiệu lực từ 1/7/2024, thay vì 1/1/2025 như được thông qua tại kỳ họp hồi đầu năm nay.

Thủ tướng Phạm Minh Chính chỉ đạo thi hành Luật đất đai 2024

Đây chính là cơ sở để Chính phủ đề xuất Quốc hội cho phép Luật Đất đai 2024 có hiệu lực kể từ ngày 1/7/2024. Theo đó, trước ngày 31/3, Bộ Tài nguyên và Môi trường chủ trì, phối hợp Bộ Tư pháp và các cơ quan liên quan trình Chính phủ dự thảo tờ trình của Chính phủ (kèm dự thảo nghị quyết của Quốc hội) trình Quốc hội cho phép Luật Đất đai 2024 có hiệu lực từ ngày 1/7/2024.

Bộ trưởng Tài chính được giao chủ trì, phối hợp với các Bộ, cơ quan liên quan trình Chính phủ Nghị định quy định về quỹ phát triển đất; Nghị định quy định về thu tiền sử dụng tiền thuê đất… Bộ trưởng Nông nghiệp và Phát triển nông thôn, Bộ Lao động Thương binh và Xã hội, Bộ Nội vụ chủ trì, phối hợp với các Bộ, cơ quan liên quan trình Chính phủ nghị định, quyết định, thông tư liên quan.

Điểm đáng chú ý trong luật là quy định cấp “sổ đỏ” cho đất không giấy tờ mà không vi phạm pháp luật về đất đai. Luật cũng quy định cụ thể trường hợp thu hồi đất để phát triển kinh tế – xã hội…

Ông Phan Đức Hiếu – Ủy viên thường trực Ủy ban Kinh tế của Quốc hội nêu 5 nhóm nội dung vấn đề mới trong Luật đất đai 2024:Thứ nhất, đó là các quy định nhằm bảo vệ tốt hơn quyền và lợi ích hợp pháp của người sử dụng đất. Biểu hiện rõ nhất qua việc mở rộng quyền sử dụng đất, tiếp cận đất đai của công dân Việt Nam, chính sách đất đai với đồng bào dân tộc thiểu số.

Thứ hai là liên quan đến tiếp cận đất đai của người dân và DN, có nhiều quy định mới, như thiết kế quy định về thu hồi đất phục vụ cho hạ tầng kinh tế – xã hội, phục vụ sản xuất kinh doanh, thiết kế mới, thể chế hoá đầy đủ Điều 54 của Hiến pháp là chỉ thu hồi đất trong trường hợp thật sự cần thiết; mở rộng cơ chế thoả thuận, mở rộng quỹ đất (như cho dự án có hoạt động lấn biển), quỹ đất cho doanh nghiệp vừa và nhỏ, xây dựng nhà ở xã hội…

Thứ ba, nhiều quy định nhằm nâng cao hiệu quả sử dụng đất. Như đất sử dụng kết hợp đa mục đích, thu hẹp trường hợp phải xin phép về mục đích sử dụng đất, nhận chuyển đổi đất nông nghiệp để tăng cơ hội tích tụ sản xuất quy mô lớn; nhận chuyển nhượng đất trồng lúa…

Thứ tư là nội dung liên quan tài chính đất đai tách bạch rõ ràng và có một số chính sách ổn định tiền thuê đất.

Thứ năm là quy định nâng cao hiệu quả, hiệu lực quản lý Nhà nước. Điểm đáng chú ý là cắt giảm thủ tục hành chính, tạo thuận lợi cho người dân.

Tất cả các khu đất đấu giá đều được quy hoạch, đầu tư đồng bộ hệ thống hạ tầng kỹ thuật và hạ tầng xã hội, kết nối với các trục giao thông chính, đáp ứng cho việc hình thành các khu dân cư mới hiện đại và văn minh.

Vùng ven Hà Nội đấu giá đất, thị trường “nóng” trở lại

Từ nay đến cuối tháng 3, có gần 180 thửa đất tại các huyện Chương Mỹ, Đông Anh, Mê Linh và thị xã Sơn Tây được đưa ra đấu giá quyền sử dụng với giá khởi điểm cao nhất 33 triệu đồng/m2.

Tại huyện Mê Linh, Trung tâm Phát triển quỹ đất huyện Mê Linh phối hợp với Công ty Đấu giá hợp danh Số 5 – Quốc Gia vừa ra thông báo phát hành, bán và tiếp nhận hồ sơ đấu giá quyền sử dụng đất đối với 26 thửa đất tại khu Quán Chợ thôn Bồng Mạc, xã Liên Mạc và 4 thửa đất tại điểm X2, Tổ dân phố số 4, thị trấn Quang Minh.

Theo đó, 26 thửa đất đấu giá tại khu Quán Chợ, thôn Bồng Mạc, xã Liên Mạc có diện tích từ 102,00m2 đến 143,31m2; giá khởi điểm từ 19-22,5 triệu đồng/m2; 4 thửa đất tại điểm X2, Tổ dân phố số 4, thị trấn Quang Minh có diện tích từ 125,08m2 đến 129,06 m2 giá khởi điểm từ 26 – 27 triệu đồng/m2.

Mê Linh tiếp nhận hồ sơ đấu giá quyền sử dụng đất

Cả 2 khu đất đấu giá trên của huyện Mê Linh đều có vị trí đẹp, hệ thống giao thông thuận lợi, được đầu tư xây dựng hạ tầng, kỹ thuật đồng bộ, hiện đại, đầy đủ các tiện ích. Thời gian phát hành, bán và tiếp nhận hồ sơ từ ngày 7-25/3; phiên đấu giá dự kiến tổ chức vào ngày 28.3.

Tại huyện Đông Anh, 72 thửa đất cũng được đưa ra đấu giá quyền sử dụng vào các ngày 24.3 và 31.3. Công ty Đấu giá Hợp danh số 5 – Quốc gia cho biết, các thửa đất này nằm trong khu LK3 và LK4 thuộc Dự án xây dựng hạ tầng kỹ thuật khu đấu giá quyền sử dụng đất xã Thụy Lâm. Cụ thể, khu LK3 (đấu giá ngày 24.3) có 32 thửa đất diện tích từ 87,5 – 167m2; giá khởi điểm từ 23,5 – 24,5 triệu đồng/m2. Khu LK4 có 40 thửa đất, diện tích từ 87,5 – 144,5m2; giá khởi điểm từ 23,5 – 24,5 triệu đồng/m2; dự kiến đấu giá vào ngày 31.3.

Tại thị xã Sơn Tây, ngày 31.3, Công ty Đấu giá Hợp danh Nhất An Phú tổ chức đấu giá quyền sử dụng 31 thửa đất thuộc Dự án xây dựng hạ tầng kỹ thuật khu đất đấu giá quyền sử dụng đất khu khu Vàn Gợi – Đồng Quân, phường Viên Sơn. Các thửa đất có diện tích từ 94,1 – 139,5 m2; giá khởi điểm từ 28 – 33 triệu đồng/m2. Thời gian bán và tiếp nhận hồ sơ đến 17 giờ ngày 28.3.

Trước đó, sáng 23.3, tại huyện Chương Mỹ, Công ty Đấu giá Hợp danh Bảo Phong phối hợp với Trung tâm phát triển quỹ đất huyện tổ chức đấu giá 44 thửa đất thuộc Dự án khu tái định cư sân Golf Hồ Văn Sơn, xã Hoàng Văn Thụ. Với diện tích từ 167,2 – 706,2m2, các thửa đất có giá khởi điểm từ 5,49 – 7,94 triệu đồng/m2…

Được biết, từ sau Tết Nguyên đán 2024, trên địa bàn Hà Nội có nhiều dự án được đưa ra đấu giá quyền sử dụng đất, thu hút nhiều khách hàng tham gia. Đơn cử, cuối tháng 2 vừa qua, huyện Ba Vì tổ chức đấu giá 29 thửa đất tại thôn Đồng Bảng, xã Đồng Thái với 90 khách hàng tham gia, tăng nhiều so với các cuộc đấu giá năm 2023.

Theo UBND thành phố Hà Nội, trong năm 2024, thành phố được giao 408.547 tỉ đồng dự toán thu ngân sách Nhà nước; trong đó, thu nội địa là 378.530 tỉ đồng.

Các chuyên gia đánh giá nhu cầu tích sản của người Việt là “rất lớn”

Mặc dù thị trường bất động sản vẫn còn đối mặt nhiều khó khăn và chưa thể sôi động ngay trở lại trong thời điểm hiện tại, tuy nhiên đất nền vẫn được các nhà đầu tư hướng tới nhiều nhất. Đây cũng chính là phân khúc có đặc tính dễ đầu tư, tiềm năng sinh lời cao.

Báo cáo thị trường bất động sản của Batdongsan.com.vn cho thấy, trong tháng 2/2024, nhu cầu tìm kiếm nhà đất trên cả nước có dấu hiệu phục hồi, sức mua bất động sản tăng 13% so với cùng kỳ 2023.

Bà Nguyễn Thị Dung – Tổng Giám đốc Công ty Cổ phần Bất động sản G.Empire chia sẻ, cơn sốt đất nền năm nay sẽ khác với so những năm trước đó. Cụ thể, những cơn sốt trước kia diễn ra trên nhiều tỉnh thành khắp cả nước, nhưng cơn sốt đất nền hiện nay đang diễn ra tại Hà Nội và các tỉnh có khu công nghiệp giáp Hà Nội như: Hà Nam, Thái Nguyên, Hưng Yên, Phú Thọ.

Ông Lê Bảo Long, Giám đốc chiến lược Batdongsan.com.vn, nhận định do tư duy “tấc đất tấc vàng” nên nhu cầu sở hữu nhà đất, nhu cầu tích sản của người Việt rất lớn. Bởi vậy, không khó hiểu khi đất nền nhận được sự quan tâm nhiều của người tiêu dùng.

Hiện nay, TP.Hà Nội đã xác định rõ các trục phát triển, trong đó tập trung khu vực Hoà Lạc và khu vực Đông Anh – Mê Linh – Sóc Sơn. Ngoài ra, việc nhiều cây cầu bắc qua sông Hồng kết nối các huyện với trung tâm thành phố, như: Cầu Thượng Cát (nối Q.Bắc Từ Liêm và H.Đông Anh), Cầu Tứ Liên (nối Q.Tây Hồ và H.Đông Anh), cùng những dự án lớn đang được chào đón tại một số huyện… là lợi thế giúp thị trường bất động sản vùng ven sôi động.

Theo Chủ tịch Hội môi giới bất động sản Việt Nam Nguyễn Văn Đính, đất ở khu vực vùng ven các thành phố lớn, các địa phương phát triển mạnh về hạ tầng và có tốc độ đô thị hóa cao với mức giá được nhận xét là “hời”, còn dư địa tăng trưởng trong tương lai, vẫn thu hút nhà đầu tư.

Ông Nguyễn Văn Đính nhận định, sức hút của đất nền xét về lâu dài khó giảm. Phân khúc này luôn được lòng giới đầu tư nhờ nhiều yếu tố, điển hình là tâm lý chuộng nhà gắn liền với đất, nhu cầu tích lũy tài sản an toàn và khả năng tăng lợi nhuận từ đất nền luôn ở mức cao.

Chia sẻ thêm thông tin về thị trường bất động sản, bà Nguyễn Thị Dung, cho biết, không chỉ với mảng đất nền, giao dịch tại các dự án xung quanh Hà Nội cũng đang rất sôi động với thanh khoản mỗi tuần hiện ước tính lên đến hàng nghìn tỷ đồng, điển hình tại các dự án như: Vinhomes Hưng Yên; Khu đô thị Dương Nội 2.
